This is a senior, dual-department leadership role reporting directly to the Authorised Manager (Country Manager) of dtcpay Luxembourg. As Senior Manager of Operations & Treasury, you will own the day-to-day running and strategic development of two critical functions: AML Operations and Treasury & Finance. This is not a purely supervisory position — in our current growth stage you will be deeply hands-on, executing tasks yourself while simultaneously building the processes and team capacity that will scale with the business. You will be the operational backbone of the Luxembourg entity, ensuring regulatory compliance, financial integrity, and service resilience across all payment and settlement activities.

What You'll Do:

  1. Operations
  • Own and execute end-to-end transaction processing, ensuring timely, accurate settlement across all payment channels.
  • Lead reconciliation processes and MI reporting; design dashboards that provide clear operational visibility to senior management.
  • Develop, implement, and continuously improve operational processes and procedures to meet CSSF expectations and evolving regulatory requirements.
  • Manage incident detection, escalation, and resolution — including impact assessment, root cause analysis, and post-incident review.
  • Serve as the first point of escalation for service issues; coordinate with internal teams and external counterparties to reach timely conclusions.
  • Support AML transaction monitoring operations, ensuring operational controls align with the AML/CFT compliance framework.
  • Support compliance department to ensure dtcpay Luxembourg operates in full compliance with applicable CSSF and EEA regulatory requirements, including outsourcing governance, AML/CFT obligations, PSD2, and EMD2.
  • Co-lead the design and implementation of an operational resilience framework aligned with DORA requirements, working closely with Compliance, IT, and Risk.
  • Drive continuous efficiency improvements across EEA e-money operations, identifying process bottlenecks and implementing scalable solutions.
  • Act as an operational anchor for cross-border and pan-European initiatives, ensuring dtcpay's Luxembourg entity supports group-wide EEA expansion effectively.
  • Monitor market developments, regulatory changes, and competitor movements to surface emerging risks and opportunities for senior management consideration.
  • Build and maintain strong cross-functional relationships with Product, Technology, Compliance, and Business Development teams to support product growth and operational readiness across the EEA.
  1. Treasury & Finance
  • Own and perform daily safeguarding monitoring routines, including exception escalation in line with CSSF EMI requirements and applicable PSD2/EMD2 obligations.
  • Review and sign off on safeguarding calculations and reconciliations; maintain and enhance the safeguarding framework to reflect best industry practice.
  • Manage accounting controls, ensuring the accuracy and integrity of the company's financial records.
  • Oversee company financial stability management, including liquidity oversight and working capital monitoring.
  • Identify and control financial risks; maintain a risk register for treasury-related exposures and propose mitigants.
  • Manage client settlement controls, including monitoring settlement accounts, resolving breaks, and coordinating with correspondent banking partners.
  • Manage and monitor API account controls, ensuring operational reliability of automated payment flows.
  • Liaise with external auditors on statutory audit processes and prepare required reporting deliverables.
  • Support the build-out of the MiCA CASP operational and treasury readiness infrastructure.

What We're Looking For:

  1. Experience & Background
  • Minimum 7 years of experience spanning operations, treasury, finance, or payment operations — preferably within an EMI, PSP, or regulated fintech.
  • Direct experience with safeguarding or client asset frameworks (PSD2/EMD2 or equivalent) in a regulated entity.
  • Demonstrated track record managing reconciliation processes, settlement operations, and financial controls.
  • Experience working in or with international, cross-cultural teams; comfortable navigating group structures and matrix reporting.
  • Prior exposure to CSSF, FCA, or equivalent European regulator interactions is a strong advantage.
  • Auditor background or prior finance role in the payment industry is a meaningful differentiator.
  • CPA, ACCA, Chartered Accountant or equivalent professional qualification is highly desirable.
  • Prior experience in crypto, digital assets, or blockchain-adjacent roles is a genuine plus; equally welcomed are candidates with no direct crypto background but a strong intellectual curiosity and enthusiasm for where regulated digital finance is heading under MiCA.

  • Solid working knowledge of payment flows, settlement mechanics, cash movement controls, and EMI operational requirements.
  • Hands-on experience with statutory audits and regulatory reporting deliverables.
  • Ability to design and own operational frameworks — from policies and procedures to control matrices and incident playbooks.
  • Data-driven approach to decision-making; capable of building meaningful MIS and operational metrics from scratch.
  • Strong written and verbal communication skills; able to present clearly to regulators, auditors, board members, and group stakeholders.
  • Process-oriented, highly organised, and comfortable managing competing priorities in a fast-paced environment.

  1. Language Requirements
  • English: mandatory (working language of the entity).
  • Chinese (Mandarin): a meaningful asset given dtcpay's cross-regional group structure — not required.
