We are seeking an experienced Head of Compliance to lead the compliance function for our SFC-licensed entity and to serve as Manager-in-Charge (MIC) of Compliance and AML/CFT under the SFC's Managers-in-Charge regime. The entity holds (or is applying for) licences across Type 1 (dealing in securities), Type 4 (advising on securities) and Type 9 (asset management), alongside a growing stablecoin business. This is a senior, high-autonomy role for someone who can own the compliance agenda end-to-end, engage regulators with credibility, and operate independently with minimal supervision in a fast-moving, regulated environment. The ideal candidate brings deep SFC compliance experience and a track record of leading licensing and new business applications.

What You Will Do:

  1. Regulatory & MIC Accountability
  • Act as Manager-in-Charge (MIC) of the Compliance function and MIC for AML/CFT, meeting the SFC's fitness and properness standards.
  • Design, implement and maintain the firm's compliance framework, policies, and monitoring programme across all licensed regulated activities (Type 1, 4 and 9) and the stablecoin business.
  • Oversee AML/CFT, KYC, conduct, and market-conduct obligations, and manage regulatory reporting, licensing filings, and record-keeping.
  1. Licensing & New Business
  • Lead SFC licensing and new business/product applications — including new licence applications, variation/upgrade of licence conditions, uplift applications, and approval of new products, services, and business lines — managing the full submission and approval process end to end.
  • Advise the business and senior management on regulatory requirements, changes in the regulatory landscape (including the evolving stablecoin regime), and the compliance implications of new initiatives.
  1. Regulator & Stakeholder Engagement
  • Serve as the primary point of contact with the SFC and other regulators — managing enquiries, inspections, notifications, self-reports, and ongoing correspondence — and maintain strong, credible working relationships.
  • Partner with banking partners, infrastructure providers, and internal stakeholders across product, technology, and operations to embed compliance requirements.
  1. Monitoring, Team & Culture
  • Conduct compliance monitoring and reviews, investigate breaches, and drive remediation.
  • Build, mentor, and (over time) scale the compliance team, and foster a strong compliance culture across the firm.

What We Are Looking For:

  • Recognised as a fit and proper person by the SFC and eligible to be approved as a Responsible Officer / MIC.
  • Substantial compliance experience within an SFC-licensed corporation, covering the relevant regulated activities (Type 1, 4 and/or 9); stablecoin, digital asset, or payments compliance experience a strong advantage.
  • Demonstrated hands-on experience with SFC licensing and new business/product applications — successfully leading applications from preparation through to approval.
  • Proven track record of direct engagement and communication with the SFC and other regulators, including inspections and enquiries.
  • Highly self-directed — able to work independently with minimal supervision, exercise sound judgement, and drive outcomes without close oversight.
  • Strong knowledge of the SFO, SFC Code of Conduct, AML/CFT requirements, and the MIC regime.
  • Relevant degree and/or professional qualifications (legal, compliance, accounting, or related).
  • Fluency in English; Cantonese and/or Mandarin.

What Success Looks Like

  • The firm maintains full regulatory compliance and a strong standing with the SFC, with no material surprises.
  • Licence and new-product applications are prepared and approved efficiently, enabling the business to launch on time.
  • A robust, scalable compliance framework and AML/CFT programme are embedded across the securities and stablecoin business.
